The plaque outside the building describes the structure as:
"Central Telegraph Office poularly known as Eastern Court, this colonial building of the 1920'swas designed by R.J.Russel, chief architect to the Government of India for use as a guest house for dignitaries. It was also used as a central telegraph office. It is a three storeyed block in stucco plaster. The two floors above the massive arcaded grounds have been treated as a continuous verandah with giant Etruscan columns of double floor height"
